Are webhooks broken right now?

Webhooks are being set to inactive automatically due to 30 fails , but it fails straight away and not after 30 tries like the docs mention.

Our endpoint returns 200, and the test button from the Easyship webhook panel tests ok, but your chat support says

Its been way over 12 hours this has been down and no signs of a resolution
