Cannot get rate from all courier

My case is a bit weird, I can get a quote, said from 4 courier when I "get a quote" from the admin portal.

However, when I use the API key generated from the same account, I can only get 1 supplier. I tried all kinds of combination (insured, not insured, follow rules, etc.) but the result is still the same. I am sure the scope is all opened.

What should I do to get the result same as what I have in "get a quote"?
