Recommendations for Declared Value with Discounts

EasyShip has a blog post (https://www.easyship.com/blog/calculating-declared-value) about how to calculate declared value, but it does not give any recommendations on how to calculate declared value when the customer paid using a discount.

An extreme example is when a discount (e.g. return item A, receive discount code, and purchase item B using discount code) is for the full price of the item. In this case, the price of the merchandise is $0.00 but we know the value of the declared value must be > 0.

Some online resources recommend using the retail value in this case as a fallback, but it seems to make more sense to simply convert the declared value to $0.01. The concern with this is that merchants could be flagged by customs in this case for wrongly declared values.
