Shipment is not created with Sandbox Access Token

Hi team,

I am developing an ecommerce app using easyShip.
Even though I can generate a shipment on this link: https://developers.easyship.com/reference/shipments_create using sandbox token, "delivery_state" is "not_created" in the response and not shown on the dashboard neither as a created shipment or option to be created as a shipment. If this problem is fixed, it will allow me to listen to events via webhooks, since the events are only applicable to created shipments.

Is there anything we can do to improve this situation?
