/rates endpoint on the Free tier

The pricing table says that Checkout Rates aren't available on the Free tier, BUT it also says that the Open Shipping API is included. Now, if I am not using one of the existing store connectors (like Shopify, Woo, etc), but am just using the API directly, will the /rates endpoint be usable?
