Can't create shipment in Sandboc

Hi,

Easy api integartion on my websites for shipping purpose

i am a web developer. I have one website and need to implement shipping api in my website like yours (Easy api for shipping purpose).
So you can help me for api integration purpose.

well. when i send a request for the rates.sometimes it is response the info like this:"Rate Limit Exceeded, please upgrade your plan to get more requests" and sometimes it works well.how to make it aways working well,

when i send a request to create a shipment .it is response that
