couerier list not getting canada couriers

how we can get all couriers for all available countries, we are only getting united related coueriers

WinHTTPRequest - A certificate is required to complete client authentication

I have an API that has been working fine for several months but this past week we have had two instances where we have been unable to run our API calls and I think the error being returned is : A certificate is required to complete client authentication. The application is built on Classic ASP using WinHTTP (WinHTTP.WinHTTPRequest.5.1).

Website ruleset not implemented and actioned when using API label request.

After a lot of testing, it seems that labels requested via API are not subject to shipping rules, can you please confirm this is correct?

Unable to buy label using v2/shipments

I am using those shipping_settings as part of the API call (production). I was able to create the order and display it through the Easyship dashboard but the purchase has not been made even if the buy_label and buy_label_synchronous were set to true.
