3dCart Integration???

Is it possible to integrate with 3dCart to receive real time shipping rates? I'm trying to set up real time shipping rates by connect with 3dcart using the ENDPOINT URL, but I'm having trouble with it. What are the steps to retrieve the endpoint url?

Page Not Found!

Cannot access API endpoint, https://api.easyship.com/rate/v1/
message is 'This page cannot be found', and in my code message is 'urllib.error.HTTPError: HTTP Error 403: Forbidden'.
