Cancel an insurance policy. Only policies in awaiting state can be cancelled.

This only cancels external_label policies (created via POST /insurances/policies-from-quote). Passing the easyship_insurance_id of an easyship_label policy (from GET /insurances/policies) returns a 404, since those are not managed by this endpoint.
